The Nuclear Panel of the USAF Scientific Advisory Board has just completed a review of recent advances in the design of small nuclear reentry systems for use as multiple warheads in strategic missiles. The attached report dated June 1964, presents the results of that review and contains a new idea for improving the capability of Minuteman in accomplishing the counterforce mission.

The Panel observes that most of the targets on the time-urgent list are soft and this situation is expected to prevail throughout most of this decade. These soft targets do not require the Mark 17 or the Mark 11 warhead.

This fact suggests a new approach to the counterforce problem: multiple warheads, individually aimed at separate soft targets.

I believe you will find this report most timely and significant in view of current studies on the interrelationships between strategic offensive and defensive forces. In that regard, the Chairman of the Nuclear Panel, Dr. Albert Latter, has suggested that the information contained in this report may be of value to ODDR&E and recommends that it may be in the best interest of the Air Force to make copies available to that office. In anticipation of your concurrence with this recommendation, I have attached a letter for your signature transmitting a copy of this report to Dr. Brown.

Attached for your signature is a memorandum, transmitting a copy of this report to the Deputy Chief of Staff, Research and Development.
