SUBJECT: MINUTEMAN RECYCLE CAPABILITY. PER ARDC/AMC AGREEMENT AMC/OOAMA ASSUMED THE RESPONSIBILITY FOR PROVIDING THE MINUTEMAN RECYCLE CAPABILITY AFTER 1 JULY 1962. THE ARDC/AMC COMMITMENT IS CONTAINED IN TEE OOAMA SM-80 WEAPON SYSTEM LOGISTIC PLAN, 15 JUNE 1960. PARA. AIR FORCE PLANT 77 AT HILL AFB HAS APPROVED FUNDING FOR THE 1XRATE OF 34 MISSILES/MONTH SCHEDULE. ALTHOUGH IT HAS A RECYCLE CAPABILITY, IT IS HEAVILY COMMITTED IN FY 1962 AND FY 1963 TO MISSILE PRODUCTION. IF FURTHER APPROVAL IS OBTAINED AS IS EXPECTED PLANT 77 WILL BE EXPANDED TO ASSEMBLE MINUTEMAN MISSILES AT A PEAK RATE OF 66 MISSILES/MONTH. PARA. ALL OPERATIONAL MISSILES BASED IN THE MALMSTROM AREA ARE PROGRAMMED FOR RECYCLE IN THE OOAMA FACILITY AT HILL AFB. PARA. AF PLANT 77 WILL BE RESPONSIBLE FOR RECYCLE PRIOR TO 1 JULY 1962 WHICH ONLY INVOLVES THE 14 MISSILES PROGRAMMED PRIOR TO THIS DATE FOR THE VANDENBERG ENGINEERING TEST AND OPERATIONAL READINESS TRAINING PROGRAMS. PARA. IT IS OUR UNDERSTANDING THAT HQ AMC HAS NOT YET SECURED THE P300 MCP FUNDS FOR THE RECYCLE PLANT. CURRENT FY 1961 P300 REQUIREMENT IS 2.9 MILLION. THE OOAMA MINUTEMAN PROGRAMMING PLAN 59-9 DATED 21 MARCH 1960 AS REVISED SHOWS A NEED FOR THIS MONEY IN SEPTEMBER 1960. PER AGREEMENT AFBMD HAS PROGRAMMED THROUGH FY 1961 7.940 MILLION IN P260 FOR THE 1X RATE OR 9.267 MILLION IN P260 FOR THE 2X RATE. AN IMMEDIATE DETERMINATION IS NEEDED AS TO WHETHER THE REQUIRED P300 FY 61 FUNDING WILL BE MADE AVAILABLE, CURRENT PLANNING FOR AF PLANT 77 STARTS REFLECTS THE ESTABLISHMENT OF THE OOAMA RECYCLE FACILITY IN JULY 1962. FACILITY CONSTRUCTION FOR AF PLANT 77 STARTS SEPTEMBER 1960 AND UNLESS A FIRM DECISION CONCERNING THE OOAMA RECYCLE FACILITY IS MADE IMMEDIATELY, TIMELY PROVISION CANNOT BE MADE TO AUGMENT PLANT 77 FOR RECYCLE MISSION. IN THIS EVENT A SERIOUS COMPROMISE WILL BE MADE TO THE MAINTENANCE CAPABILITY OF THE INITIAL MINUTEMAN OPERATIONAL FORCE. PARA. RELATED TO THIS SUBJECT IS THE GUIDANCE AND CONTROL EQUIPMENT MAINTENANCE FACILITY AT HEATH, OHIO. TO DATE WE ARE NOT SATISFIED THAT NECESSARY FUNDING IS AVAILABLE AND WE ARE GREATLY CONCERNED. PARA. IN SUMMARY, ANY DELAY IN TEE COMPLETION OF THE OOAMA RECYCLE AND HEATH G&C REPAIR FACILITIES WILL ENDANGER MINUTEMAN OPERATIONAL COMMITMENTS. UNLESS FIRM FISCAL COMMITMENTS ARE NOW MADE AND EXPEDITIOUS ACTION IS TAKEN TO COMPLETE THESE FACILITIES, THE MINUTEMAN PROGRAM WILL NOT BE ABLE TO MEET ITS OPERATIONAL COMMITMENT DUE TO THE UNAVAILABILITY OF ADEQUATE MAINTENANCE RESOURCES, I.E., THE OOAMA RECYCLE AND THE HEATH G&C REPAIR FACILITIES. IT IS THEREFORE REQUESTED THAT HQ AMC NOW CONFIRM THAT NECESSARY FUNDS WILL BE MADE AVAILABLE AS REQUIRED IN ORDER TO MEET PROGRAM REQUIREMENT DATES FOR THESE FACILITIES. THIS MESSAGE HAS BEEN COORDINATED WITH EMC.
